FOREIGN CULTURAL POLICY IN COOPERATION OF KARELIA AND MECKLENBURG-WESTERN POMERANIA

The aim of this article is to analyze the concept of foreign cultural policy in the field of regional cultural and educational cooperation. The study includes a overview of Russian and foreign general scientific literature in order to demonstrate the development of the concept of foreign cultural policy in the Russian Federation and in the Federal Republic of Germany both in historical perspective and at the current stage. Using the example of the Republic of Karelia and the land of Mecklenburg-Western Pomerania in general and the twin cities of Petrozavodsk and Neubrandenburg in particular, the work examines the implementation of the presented concept in new realities, which allows to highlight the importance of regional partnership in the cultural and educational environment. Based on the actual outcomes, demonstrating the need to improve the efficiency of international regional cooperation, the article proposes recommendations for intensifying cultural and educational cooperation between regions.
