The article covers the prehistory and the prerequisites for the establishment of The Institute of the Peoples of the North in Leningrad (1930). Displays the path to its creation, in particular, the organization under the Central Executive Committee of the
Committee of assistance nationalities of the North suburbs (Committee of the North) in 1924. The Determining factor in terms of training of representatives of nationalities of the North can be considered to 1925, as it was founded the workers' faculty (rabfak) of the Leningrad University began to study the first group of students from the indigenous population of the North. The following year they were transferred to the department on workers' faculty of the Leningrad Institute for Living Oriental Languages which was transformed into the faculty in 1929. In 1930 faculty was reorganized into the Institute. The author analyses the policy of the Soviet government in relation to the peoples of the North that allowed the realization this scientific project; discusses the contribution of Soviet scientists in the creation of a truly revolutionary concept of relations and the study of peoples of the North. In article estimated value of the Institute in the training of the national intelligentsia in the framework of the program of socialist construction on the Far North.
