The main attention is paid to the study of the theoretical foundations, genesis and historical development of the institute of consular privileges and immunities. The characteristic features and peculiarities of consular privileges and immunities are given. New aspects in the consular relations and contractual practice of Russia on issues of consular privileges and immunities require a comprehensive study. The Soviet functions, with the passage of time, have undergone a number of changes in terms of their conditions and quantity. The history of the consular functions in a significant degree is connected with the development of trade and the economic interests of states.
