Abstract:

The article presents the notion of an effective state, its distinctive features,
mechanisms of interaction between the main actors of the economy in the creation and
use of knowledge, advanced technology, innovative products. The article states
mathematical formulation of the problem of choosing the optimal set of projects with a
focus on life quality. It provides a systematic list of activities and tools to stimulate an
effective state modernization.
