TYPOLOGY OF RUSSIAN ARCTIC REGIONS AND THE FORMATION OF LOCAL INNOVATION SYSTEMS

Isolation of the Arctic zone of the Russian Federation (Russian Arctic) as an
independent object of public administration and socio-economic development
promotes the further deepening of multi-system research of the Russian Arctic. The
establishment of quality relationships between groups of regions with similar values
are taken as the basis of indicators is a task for the typology of regions. The proposed
typology of subjects of the Russian Arctic and their municipalities, assess the level of
economic, scientific, educational and innovative development will allow the regions to
more accurately generate a multilevel spatial innovation policy, as well as the
justified use specific models of three types offered – generating, developing and
implementing – with the creation of local innovation systems.
