Abstract:

In both, contemporary Russian and foreign historiography of war captivity in the
USSR of 1940's, it is almost not researched, such aspect of administrative work of the
soviet system GUPVI MVD SSSR (Main Administration for Affairs of Prisoners of
War and Internees) as its personnel potential and, first of all, in its professionallymoral
dimension. The very members of this organization not only organized the use of
prisoners of war labour and their everyday life, but also did educational (anti-fascist)
work on them, encouraged and punished certain individuals. The article is focused on
rather controversial character of such members by the example of one of the prisonerof-
war camps  number 157  in Leningrad Oblast in 1944–1947. The authors
attempt, as it were, to «scan» a complex scheme of professionally significant and
personally motivated relations in the limits of camp interaction in general, to explain
their major dominant ideas, and reveal the reasons of departure from norms and the
law.
