POLITICS OF REALIZATION OF UNIVERSAL JURISDICTION TOWARD FORMER HEADS OF STATES AND GOVERNMENTS
This article devoted to the realization of the universal jurisdiction towards former heads of states and governments, is focused on four possible alternative modes of implementation of criminal proceedings: (1) surrender of an accused to a national or international court by a non-nationality state within jurisdiction of which the accused was detained; (2) surrender of an accused to an international court by a nationality state; (3) arrest and surrender of an accused to a national court by international forces, engaged in enforcing of UN Security Council Resolution; (4) arrest and surrender of an accused to an international court by international forces, engaged in implementation of UN Security Council Resolution.
