Abstract:

The article examines a set of measures to mobilize industry carried out by the
Russian state and public organizations during the First World War. The author studies
the regulatory framework, mechanisms and forms of reorientation of industrial production
for the war. The effectiveness of government institutions and civil society organizations
is evaluated.
