Abstract:

The article deals with the main problems of higher education in Russia and Finland. These problems touch the state policy in the area of education; financing, paid and free models of education, the prestige of the teaching profession, universal accessibility. The strategic models of higher education development are compared. University structures, government control, models of the University governance are considered.
