CLUSTER APPROACH PROBLEMS IN REGIONAL INNOVATION POLICY OF NORTHWEST FEDERAL DISTRICT

In the article the principles of the functioning of the national innovation system in
the economic cycle and priorities of the innovation at various levels of the national
economy were formulated. The problem of development of regional innovation
systems as open complex systems is stated.
