Feature of contemporary culture is that innovation is happening at such a rapid rate that the adult population does not have time to digest them, and then is crucial to the spiritual potential of the young generation, which formed the commonality of experience that is absent in the older generation. These and other features of modern culture derives many modern problems in education. But in order to understand what needs to change in education necessary to understand the basic lines intergenerational gap. For many modern studies devoted to this problem, characterized by a focus on comprehension of specific topics, and the necessary work that would combine these studies. As a methodological framework can be used phenomenological descriptive Analytics, which allows you to design the study in the form of meta descriptions that would help to identify the various values of the new generation, to analyze its socio-cultural identity, clarify life characteristics. The principle of "systematic descriptions" or meta descriptions, allows to transform the problem into a structure where correlated subject-semantic side of cognition.

The article deals with the experience of the Faculty of Target Contract Training of Specialists and Additional Professional Education of Specialists that was created in SPbSMTU. Guided by the decisions taken by the country leaders and the Government of St Petersburg, the faculty has accumulated a lot of experience in training of the students who signed a contract with the enterprises of the shipbuilding industry of St Petersburg, North-West Federal District and other regions of the country. Since 2010, more than 800 young professionals have graduated the University within the target contract training.
Taking part in the implementation of the Presidential program that aims at the advanced training of the engineering staff, considering the needs of the enterprises and their specifics, the department actively works with the professors staff and research associates of the University on the formation of the bank of the programs aimed at the advanced training and retraining of the specialists of the enterprise.

Article considers the reforms of Alexander II held in the Grand Duchy of Finland. It stresses the specificity Duchy within the Russian Empire. We study the political, administrative reform. The main attention is paid to the study of the organization and conduct of the Diet of the Grand Duchy of Finland was held in 1863. The issues under the jurisdiction of the Seimas.

FOREIGN POLITICS AND THE FACTOR OF PUBLIC OPINION. ACTUAL PROBLEMS
The article describes some key problems, connected with the relations between international politics and public opinion. At present the growth of common people’s involvement in the discussion of international affairs is increasing, the consequence of which leads to the vital study of the link between international politics and public opinion creation. This article discusses this problem not only in the context of the leading international investigation works, but views the contribution of Russian scientists as well. This defines the actuality of the article. The author studies the basic interpretation and interaction of public opinion with the implementation of foreign policy; represents a certain point of view on the institute of lobbying; traces the forms of media work aimed at the public opinion creation and the management of public consciousness.

PILGRIMAGE TO THE HOLY LAND IN THE CONTEXT OF REFORMS 60-70-IES. XIX CENTURY
The article considers the organization of the pilgrimage movement to the Holy Land as a factor in the foreign policy of Alexander II. Activity in this direction was considered by the Russian government as a measure capable of providing the unity of the government and the people, improvement of Russian society and the restoration of Russia's international position after the defeat in the Crimean War. The author concluded that the results of this activity has completely changed the image of the Russian Empire, not only in the Middle East, but also in other regions of the world.

THE CATALAN INDEPENDENCE MOVEMENT
This article deals with the movement for independence of Catalonia, in other words to Catalan separatism. The special attention is devoted to the reasons of nationalist and separatist sentiments in the region, to their historical prerequisites. Besides the main attention is focused by the author on the survey of November 2014 conducted in Catalonia instead of the planned referendum, and its importance both for Catalans and for Spanish people. In the present article we study the background of Origen’s and Maximus the Confessor’s Christological concepts. The author shows that the course of development of the Eastern Christian thought has been directed against the Origen’s ideas, but only Maximus the Confessor was able to build a complete philosophical system, based on the synthesis of Cappadocian, that become the basis of Orthodox theology.

THE CONCEPT OF RESPONSIBILITY IN H. ARENDT’S PHILOSOPHY
The notion of responsibility in Hannah Arendt's philosophy is indagated in this article. Through the example of the trial of nazi-felon A. Eichmann, we can notice the affinity of such notion to a human being's capability to think naturally and estimate. Along with that, the reasons of Eichmann refusal to admit his guilt has been also examined in this article. Based upon the separation of concerns such as personal and collective responsibilities, the notion of a human responsibility under totalitarianism has been analyzed. Besides, the author of the article backs up the necessity to distinguish between a collective guilt and a collective responsibility. The former is inadmissible - it favors that those who are guilty indeed, they pass the buck. The last is inevitable in the society, when everyone is aligned with those around them and are responsible for every act they haven't committed personally.

Using the method of value-added intellectual coefficient VAICТМ assess the intellectual capital of companies in aircraft engine industry according to the annual financial statements for 2009-2014. Based on an analysis of coefficient VAICTM and its individual components was made comparison of Russian and foreign companies. The studies suggest that intellectual capital plays a crucial role in the industry of aviation engine. The industry as a whole and Russian enterprises in particular are characterized by a significant role of human capital in the creation of added value. Managers of Russian companies in the industry it is recommended to pay attention to improving the stability of enterprises.

POLITICS OF REALIZATION OF UNIVERSAL JURISDICTION TOWARD FORMER HEADS OF STATES AND GOVERNMENTS
This article devoted to the realization of the universal jurisdiction towards former heads of states and governments, is focused on four possible alternative modes of implementation of criminal proceedings: (1) surrender of an accused to a national or international court by a non-nationality state within jurisdiction of which the accused was detained; (2) surrender of an accused to an international court by a nationality state; (3) arrest and surrender of an accused to a national court by international forces, engaged in enforcing of UN Security Council Resolution; (4) arrest and surrender of an accused to an international court by international forces, engaged in implementation of UN Security Council Resolution. Article considers the prospective of trial of Bashar Al-Assad by International Criminal Court

TO THE ISSUE OF EUROPEAN EXPERIENCES OF REALIZATION OF THE LEGAL STANDARDS OF VOTING BY MAIL
The article examines the legal standards of distance voting by post in the UK and the Republic of Lithuania. The author addresses the experiences, perspectives and challenges in use of the relevant standards of the vote. The originality of the article lies in a detailed analysis of the "voting by mail" British model through detailed electoral actions algorithm review. In addition to the foregoing, the author appeals to the "voting by mail" Lithuanian version peculiarities. Using scientific methods of cross-temporal approach and legal framework "voting by mail" analysis, the author concludes active integration feasibility in the election process of the Russian Federation researched voting technology.

SPECIFICS OF THE MODERN INTERNATIONAL LEGAL STATUS OF ARCTIC
The article focuses on defining the legal regime of the Arctic sea space. In the context of this subject the author deals with the problems of delimitation of the continental shelf and the legal status of the Northern Sea Route. Particular attention is paid to the UN Convention on the Law of the Sea in 1982 as the main source of international maritime law. The article analyzes the articles of this Convention that are dedicated to controversial issues dealt with by the author.

The modern system of international law as one of its basic principles strictly prohibits interference in the internal affairs of States. The practice of the last decade has shown that some of the modern technologies and methods of solving international problems of human rights may go counter to this principle. One such form of solution to the problems of human rights violations is a «humanitarian intervention». The authors dispute the point of view that it has the illegality of violating the principle of non-interference in the internal affairs of the state.

The paper describes the manuscript of «On sociology» A. Lappo-Danilevsky (1863-1919), in which he criticized the social doctrine of D.S. Mill (1806-1873), as set out in the VI book «Systems of syllogistic logic and inductive». Analysis of «System of Logic», and in particular, criticism of the positivist «logic of the moral sciences» were the basis of the first social science course of Lappo-Danilevsky, which he read in the St. Petersburg University for two years (1899-1900 and 1900-1901).

In article lectures on general history of T.N. Granovsky who laid the foundation to scientific approach to studying of general history in Russia are analyzed. Works of the Russian scientist-historian represented the new phenomenon in science that became possible thanks to the appeal of the scientist to philosophy. Novelty of article consists in studying of a philosophico-historical discourse of lectures on general history of Granovsky.
