          <artTitle lang="ENG">Canada-ASEAN Cooperation in the Indo-Pacific: Normalization of the Agenda or New Escalation?</artTitle>

          <abstract lang="ENG">This study analyzes a new milestone in the regionalization processes of the Indo-Pacific region. Based on Canada's Indo-Pacific Strategy 2022 and relevant forms of interregional cooperation, new prospects for consolidating the strategy of containing the growing military and economic power of the People's Republic of China in Asia are discussed, we are also taking into account the interests of the countries of the Association of Southeast Asian Nations and an assessment of the consequences and newly identified risks, including for the Russian Federation. The purpose of this study is to determine the impact of Canada's inclusion in the regionalization processes of the Indo-Pacific region on the regional integration processes of the ASEAN countries in the 2020s. The methodological basis of this study is based on general scientific methods (system analysis, forecasting (ARIMA methodology), content analysis of documents), as well as political science methods that are used in international relations studies, which are devoted to regional security complexes. The study found that Canada perceives ASEAN as the center of the regional security architecture in the Indo-Pacific region, and as a result, Canada takes on new security commitments to ASEAN, (which leads to an even greater increase in military spending in the region). New forms of interregional cooperation between ASEAN and Canada that are favorable for the regional integration development of Southeast Asia were identified. The following conclusions were obtained: 1. Interregional cooperation between Canada and ASEAN countries in the Indo-Pacific region can reduce the impact of some of the risks that have arisen as a result of ASEAN's implementation of its Indo-Pacific Vision 2019, in particular the risks of increasing disparity in the level of development of ASEAN countries, as well as the erosion of the "ASEAN-centricity" of regional institutions in Asia. However, the continued consolidation of the Indo-Pacific concept in the foreign policy of countries leads to a deepening of the watershed between Asia and the West and their allies and China. 2. The level of trust in Asia continues to decline (increase in military spending), the geographical contour of the Indo-Pacific region (the inclusion of Canada) and the regional security agenda (the emergence of Arctic issues in the discourse) are expanding and there are prospects for the expansion of military blocs (for example, AUKUS-CAUKUS) – all this indicates an increasing role of the Indo-Pacific region in the foreign policy of Western countries.</abstract>

          <artTitle lang="ENG">Cooperation between the European Union and Latin America in the Modern Period</artTitle>
        </artTitles>

          <abstract lang="ENG">In recent years, the developing dynamics of relations between the European Union (EU) and Latin America have gained significant importance in scientific research. This study analyzes the development of relations between the EU and Latin America through the prism of the recent EU-CELAC summit, held in the summer of 2023, and highlights the resumption of cooperation after an eight-year hiatus. The research focuses on the strategic importance of Latin America as a source of natural resources and an object of the geopolitical interests of world powers, including China and the United States.  The main purpose of this study is to characterize the multifaceted nature of EU-Latin American relations and identify key common and distinctive elements in the perception of this dialogue by researchers from different countries. The study is based on a synthesis of scientific articles and reports by scientists highlighting the diversity of international assessments of economic and political cooperation between regions. The study compares the views of scientists from different countries on cooperation between the EU and Latin America. The comparison focuses on the EU-MERCOSUR agreement, which has not yet been ratified, on the specifics of trade between the regions, and on resonating geopolitical events such as the Russian-Ukrainian conflict. The results of the study demonstrate regional differences in assessments of geopolitical events and approaches to international politics, revealing both the general need for rapid ratification of the EU-MERCOSUR Agreement and concerns about trade asymmetry. Russian scientists focus on the military aspect of US influence; Latin American colleagues point to the abuse of the EU's condescending intonation in communication with Latin America and insist on equality in dialogue; and researchers from European countries focus on the soft power of the EU in the form of a positive perception of the EU's image in Latin America. The study highlights the need to take into account for the formation of effective international policy in the context of globalization. As a result of the study, common features were identified among the views of scientists (such as recognition of the need for rapid ratification of the EU-MERCOSUR Agreement in the face of global competition, especially from the United States and China, and concern about trade asymmetry that puts Latin America at a disadvantage) and differences (regional perception of global geopolitical events on the example of the Russian-Ukrainian and the importance for Latin American researchers of an equal dialogue between the EU and Latin America). The study of EU-Latin American cooperation illustrates not only the dynamics of cooperation itself, but also shows the current balance of power among major geopolitical players in relation to Latin America. The results of the study contribute to building a more accurate strategy of interaction with Latin America, taking into account the actions of other geopolitical players as well as a deeper understanding of the interests of related international actors.</abstract>

          <artTitle lang="ENG">Prospects of BRICS Development in the Context of the Alliance Enlargement</artTitle>
        </artTitles>

          <abstract lang="ENG">The relevance of the study is due to the fact that BRICS is a union of countries with developing economies, but at the present stage, it is considered the most discussed association in connection with its expansion, which indicates the upcoming changes in the context of international relations. The proposed publication contains the results of a study of the BRICS expansion process in recent years and the characteristics of its changing position on the world stage. The authors set themselves the task of studying the duality of perception of this association in the future, its significance and role in the world arena, which is currently debated and ambiguous. It is necessary to identify what factors can eliminate this duality in favor of a more positive assessment. The paper presents the results of the study of the reasons and conditions of accession of new participants, opportunities for increasing interaction and integration of BRICS countries in the future in the framework of association on the basis of the main principles of the alliance (equality, mutual assistance and inclusiveness), and strengthening the power of global unification. Legal, economic and political aspects consider the features and prospects of the organization and of the participating countries, whose potential has prospects. The authors conclude that the renewed BRICS (2024), which includes four new countries (Egypt, Iran, the UAE, and Ethiopia), has the opportunity to become a leading actor in the modern world.</abstract>

          <abstract lang="ENG">The article examines the activities of states in the field of compliance with and protection of human rights in the digital space. The models of state regulation of digital human rights are analyzed using the examples of Russia, Germany and China, and the author's typology is provided. The method of institutional analysis is used to study institutions represented by states that regulate relationships in the digital space. The method of document analysis allows us to study the content of international and national legal acts in the field of digital human rights and information security. The comparative method is used when comparing models of state regulation in the field of digital human rights. Using this method, common and different characteristics of the models of state regulation in Russia, Germany and China were identified. The novelty of the study lies in the author's typology of models of state regulation of human digital rights based on such parameters as the severity of censorship, confidentiality, minimization of interference in the digital rights of citizens, access to the Internet, surveillance, and monitoring of citizens' activities. The authors conclude that the Russian Federation is an example of a mixed model of state regulation. In the case of Germany, it was possible to determine a liberal model of state regulation of issues related to digital human rights. Despite China's active participation in the international dialogue on human rights in the digital space, domestic policy is aimed at strict control by the government. This is the decisive circumstance in defining the model of state regulation in China as authoritarian.</abstract>

          <abstract lang="ENG">The Xinjiang Uyghur Autonomous Region (XUAR) of China is a strategically important, but at the same time problematic region. Its geographical location makes the region important for the implementation of many of China's political initiatives, but cultural contradictions in the region create serious challenges. The relevance of the research topic is due to the growing importance of Xinjiang in the realities of political relations, not only with neighboring Central Asia, but also with the entire bloc of Western democratic countries. The focus of the study is on political aspects and their impact on the country's domestic and foreign policies. The study analyzes the geopolitical significance of the region for China, emphasizing its strategic location and its role as a transport hub, and reveals complex ethnic and religious contradictions that cause serious concerns for the government. Attention is paid to the diplomatic consequences of China's tough approach to the XUAR, including friction with the West and the impact on the implementation of the Belt and Road initiative. The study uses methods of historical and political analysis, content analysis of official documents and statistics, and comparative analysis to compare policies towards Uyghurs and other ethnic minorities. The analysis shows that the region is a strategically important region for China for a number of reasons. Its geographical location on the border with Central Asia makes it a vital link in China’s ambitious political plans. At the same time, the ethnic diversity of the region creates serious internal challenges for China and requires constant resource expenditure. Tight control over the XUAR, in turn, causes sharp criticism from Western countries, undermining China’s image. The results of this study may be useful in developing further strategic decisions regarding political relations with China and for understanding the motives of China’s policy towards the XUAR.</abstract>

          <abstract lang="ENG">This article analyzes women's political participation in Kazakhstan, with a focus on regional aspects. The study examines the degree of women's representation in local authorities, as well as their overall participation in political and public life in the context of regions, identifies key factors that influence the level of their political participation, and analyzes gender barriers and stereotypes that hinder women's full integration into the political sphere. A general statistical analysis of official sources of women's political participation in the Republic of Kazakhstan, supplemented by thematic biographical analysis, the study includes materials on 15 women leaders from five regions of the country (South, North, Center, West, and East) involved in political and public life. The focus is on the personal and social factors that influence women's career paths, as well as the challenges and obstacles they face. The results show that gender stereotypes and a lack of support from family and society are key challenges. Despite this, female participants emphasize the importance of believing in themselves and striving for professional development.  Based on the findings, the authors offer recommendations for increasing women's participation in politics in Kazakhstan.</abstract>

          <artTitle lang="ENG">Parallels in Visual and Folklore Texts Kolyma Yukaghirs and Their Ancestors</artTitle>

          <abstract lang="ENG">The ancient Ural-speaking tribes of Eastern Siberia - the supposed ancestors of the Yukaghirs – in the Neolithic, Bronze, Early Iron Age and Middle Ages adopted many foreign ethnic components, the presence of which is revealed in different subsystems of traditional Yukaghir culture. Questions of the initial territorial settlement of this now small hunting people, tools, mythology and folklore, ancestral roots are relevant in studies of modern indigenous peoples of the North. The article analyzes carved decorations and the shape of a bone plate from the Ymyyakhtakh Late Neolithic Rodinka women's burial in the lower Kolyma (Ymyyakhtakh archaeological culture, Late Neolithic). Individual ancient introduced elements are considered, using the example of Yukaghir (Odul) women's pictographic letters on birchbark and late folklore and mythological text. Semantic connections and chains of variability between individual narratives of different historical eras are determined. Comparisons of texts with very distant chronologies and methods of presenting information (visual and folklore-mythological) made it possible to identify hypothetical common elements in natural philosophical views on the reincarnating soul/shadow of a deceased person among those who came, probably from Primorye to the Kolyma tundra in the late Neolithic of a foreign ethnic group. A common ideological basis is being recreated, which is very important for ethnogenesis reconstructions, which is based on early philosophical attempts to mythopoetically comprehend the phenomenon of the circulation of the undying human soul. The author relies on methodologies developed in the works of foreign and domestic scientists. Some hypothetical assumptions are made that can be considered and clarified in the course of further research.</abstract>

          <abstract lang="ENG">Modern theories of urbanization are directly related to economic growth, which is the main catalyst for demographic processes. On the basis of this provision, urbanization can be considered both on the positive and negative sides. In this regard, urbanization is a serious problem for Kazakhstan. Currently, Kazakhstan is a rapidly growing region in economic and demographic aspects. However, urban population growth in Kazakhstan may be higher than expected as a result of structural reforms and other administrative, social and economic factors. Urbanization in Kazakhstan is uneven: on the one hand, there is a significant growth of cities in the other hand, there is a noticeable decline in medium-sized, small single-industrial towns. Considering the processes of urbanization in Kazakhstan, the authors of the article propose its typology. Special attention is paid to the processes of urban population growth in relation to the rural the population. Historical, sociological and comparative research methods were used to assess the global processes of urbanization. Analysis of the system of distribution of population in Kazakhstan was carried out on the basis of data of socio-economic development of the territory.</abstract>

          <abstract lang="ENG">The review analyzes a monographic study by Dmitry Barinov, a researcher at  St. Petersburg Institute of History of the Russian Academy of Sciences, devoted to the history of the internal party struggle and the anti-Bolshevik movement in the higher schools of Petrograd/Leningrad in the period from 1918 to 1932. The relevance of the work, the contribution of the author of the book to the consideration of the history of the higher school of the period, the history of opposition movements is shown in the city. It is concluded that the overall success of the monograph was greatly facilitated by the original approach of the author, who turned to a wide range of unpublished sources and, firstly, materials containing information about the grassroots work of the opposition. At the same time, a successful attempt to compile a collective portrait of a university oppositionist and determine the motivation of his struggle deserves special attention.</abstract>

          <artTitle lang="ENG">Political Geography in the Context of Global Transformation Problems and Prospects</artTitle>

          <abstract lang="ENG">The review article on the results of the 5th international conference “Topical Issues of International Political Geography” (TIPG-2023) (St. Petersburg, December 22-23, 2023) provides the main directions of the conference, as well as theses of the discussion on the prospects for its further developments in the aggravation of the international situation and some reorientation in the topics of publications. The conference was devoted to a number of aspects of modern political geography, sociology and international relations. TIPG-2023 has become a platform for discussion and collaboration among scientists and experts in the fields of political geography, human geography, geopolitics, urban studies, demography, sociology and social anthropology, migration policy, natural resources, international organizations, regional integration, conflict, security and other related fields of research. The scientific part of TIPG 2023 was organized around 6 thematic sections: “Ideologies of regionalism and globalization in a historical context. Philosophy of Politics”, “International Relations”, “Political Institutions and Domestic Policy”, “Geography of Culture, Education and Tourism”, “Migration and Socio-Demographic Processes” and “Sustainable Development”. Over the past years, the TIPG conference has come a long way in positioning itself at the international level, as can be seen from the statistics of the Springer publishing house and the Scopus scientometric database. In this regard, TIPG represents a successful attempt to find a balance between the complete nationalization of science and the need for international cooperation.</abstract>

          <abstract lang="ENG">St. Petersburg University hosted the II St. Petersburg International Congress on International Studies “Global and Regional Challenges in a Changing World” on April 25–27, 2024. The Congress was “a platform for an open professional talk among academics, experts and practitioners in international relations in the context of modern challenges to international security and pivotal changes in the world political system”. The academic relevance and the practical focus were conditioned by “the obvious need to identify and summarize key theoretical and practical trends in the field of international relations, aimed at overcoming crisis phenomena in global development.” The Congress was attended by professionals in History, Philosophy, Economics, Political Geography, International Relations and Political Communication. A number of open lectures, round tables, and thematic sections were organized in the course of the event. One of the thematic sections was “The Language of Politics in a Multipolar World”. Summarizing the results of the discussion, the moderators highlighted the relevance of such approaches in modern political linguistics as political metaphor studies, the analysis of the processes and mechanisms of linguistic categorization and conceptualization of the political worldview, the study of conflict-evoking means and polycode texts in modern political discourse, the development of digital content of political media discourse. In conclusion, the moderators emphasized that language plays a key role in international politics, it serves as the primary means of communication and understanding between countries, and it has a significant impact on cultural and diplomatic relations, either promoting or hindering cooperation and conflict resolution. It was also noted that the section was held in English, Spanish, Chinese, Russian, and Hindi, i.e. the top languages in the world by total number of speakers. The moderators thought this fact to be a promising sign and a good start for a new tradition to hold this annual thematic section focusing on the language of politics and diplomacy in the course of St. Petersburg International Congress of International Relations Researchers “Global and Regional Challenges in a Changing World”.</abstract>
