individual academic schools, each of which, along with the undoubted advantages, many
times empirically proven, has drawbacks that diminish their potential effect. The position of
economists on the effectiveness of resource management historically, are in direct
dependence on market space in which they worked. Change the stage of development of the
market will inevitably lead to a change in schools resource management. The issue of
resource control remains a pressing from the late ХIХ century to the present, the problem of
identification, assessment and use of reserves is of particular relevance in resource
management, as it directly affects the efficiency and optimality of the structure of the resource
combinations.

Russia and China are entering a new era of bilateral relations. The optimal model of
these relations has not yet acquired distinct outlines. An important role in its formation is
played by so-called «soft» factors – views, opinions and preferences – that determine the
decisions and behavior of people. This article is devoted to an analysis of how the interacting
parties see each other, how much their ideas on goals, optimal strategies and desirable
results of cooperative interactions coincide. All this allows us to more adequately assess the
current state of affairs and prospects for Russia-Chinа cooperation.

The peculiarities of interaction between the Russian Federation and the People's
Republic of China in conditions of growing global instability are considered in the article.
The complex geopolitical and economic situation in the world has led to the activation of
foreign policy activity of Russia and China. When solving acute international problems, both
countries take a coordinated position. By many experts, this is regarded as a serious
prerequisite for the formation of a Russian-Chinese military-political union. And if talking
about a full military alliance between Moscow and Beijing is premature, then full-scale
economic cooperation is already a reality. Even despite all the costs of sanctioning pressure.

N.I. Kareyev, in particular, the definition of such concepts as the philosophy of history,
sociology, historiosophy, historca and their relationship to each other. For an adequate study
of the philosophical heritage of Russian thinkers, in particular, the narodniks, it is proposed
to use such a concept as "philosophy (of) history". It is shown that the philosophical and
historical views of the narodniks developed in the mainstream of the philosophy of positivism.
However, the narodniks were not the epigones of positive philosophy, but creatively and
critically approached its principles, seeking to develop an independent, original view of
history.

        </artTitles>
        <abstracts>
Voloshin’s philosophy of history is based on the principle of bonding of historical
periods: the events of the past as «parent forms» define the modern history. For instance, the
defeat of the Templars in the beginning of 14th century defined, by Voloshin, the «genealogy
of terror» of the French revolution, and this revolution, in turn, created the «parent form» of
revolutionary events in modern history, including Russian. Revolutions, according to
Voloshin, are not only linked to the idea of justice, but revenge. Hence, the genre of tragedy is
the code of history, in Voloshin’s term of view. His «new humanism» means the cultivation of
the humanity principles and personal solidarity with Others.
