        <p>In recent years, the developing dynamics of relations between the European Union (EU) and Latin America have gained significant importance in scientific research. This study analyzes the development of relations between the EU and Latin America through the prism of the recent EU-CELAC summit, held in the summer of 2023, and highlights the resumption of cooperation after an eight-year hiatus. The research focuses on the strategic importance of Latin America as a source of natural resources and an object of the geopolitical interests of world powers, including China and the United States.  The main purpose of this study is to characterize the multifaceted nature of EU-Latin American relations and identify key common and distinctive elements in the perception of this dialogue by researchers from different countries. The study is based on a synthesis of scientific articles and reports by scientists highlighting the diversity of international assessments of economic and political cooperation between regions. The study compares the views of scientists from different countries on cooperation between the EU and Latin America. The comparison focuses on the EU-MERCOSUR agreement, which has not yet been ratified, on the specifics of trade between the regions, and on resonating geopolitical events such as the Russian-Ukrainian conflict. The results of the study demonstrate regional differences in assessments of geopolitical events and approaches to international politics, revealing both the general need for rapid ratification of the EU-MERCOSUR Agreement and concerns about trade asymmetry. Russian scientists focus on the military aspect of US influence; Latin American colleagues point to the abuse of the EU's condescending intonation in communication with Latin America and insist on equality in dialogue; and researchers from European countries focus on the soft power of the EU in the form of a positive perception of the EU's image in Latin America. The study highlights the need to take into account for the formation of effective international policy in the context of globalization. As a result of the study, common features were identified among the views of scientists (such as recognition of the need for rapid ratification of the EU-MERCOSUR Agreement in the face of global competition, especially from the United States and China, and concern about trade asymmetry that puts Latin America at a disadvantage) and differences (regional perception of global geopolitical events on the example of the Russian-Ukrainian and the importance for Latin American researchers of an equal dialogue between the EU and Latin America). The study of EU-Latin American cooperation illustrates not only the dynamics of cooperation itself, but also shows the current balance of power among major geopolitical players in relation to Latin America. The results of the study contribute to building a more accurate strategy of interaction with Latin America, taking into account the actions of other geopolitical players as well as a deeper understanding of the interests of related international actors.</p>
