Nowadays innovative changes affect all spheres of life, from social to political. Communication between management structures and the population becomes especially important. Digitalization of public policy leads this interaction to a new level. Now modern management technologies (such as the social credit system, the smart cities program) actively applied by the governments of China and Singapore - leading countries of digitalization. These technologies are becoming a new trend in public policy. On the one hand, such developments can become a way of organizing and streamlining the country's population life. However, on the other hand, they can disorganize governance and even become a threat, which will lead to fraud, the dark market and terrorist attacks.
