        <p>The article discusses the issue of the possibility of partial integration of the German model of legal regulation of lobbying into Russian political practice. The FRG strategies in the issue of regulating the activities of lobbyists are analyzed. It is concluded that the formalization of the framework of legal regulation of lobbying in Russia should be carried out in two stages. The first stage should be the introduction of a set of incentive measures to control lobbyists in Russian legislation in order to increase confidence in lobbying as an instrument of political communication. The second stage is the transition to a stricter system of regulation, when society becomes ready for it. It is noted how useful the experience of Germany is in this process, and what specific ways of regulating the interaction between society and government can be borrowed.</p>
