The article encompasses and studies the problem associated with the national question in Russia and the policy of P. A. Stolypin. This issue is considered to be difficult to follow and investigate in Russian historical literature. The study is based on the scrutiny and analysis of the Prime Minister’s speeches. Special attention is paid to his speeches aimed at domestic policy issues in Russia. The general policy of P.A. Stolypin towards the national question is analyzed on the example of his attitude to Finland.
