The article highlights some aspects of the emergence of hooliganism and vandalism, analyzed the experience of a number of scientists, based on which identified several behaviors of people who are prone to delinquency. The problem of preserving social values now acquired a special urgency, as evidenced by the increase in the number of crimes committed, many of which often go unpunished. Spiritual health of the nation, the succession of generations and the integrity of society depend largely on compliance with the norms of morality and law.
