The article examines the stages and indicators to assess the innovation potential of industrial cluster. The category of industrial cluster still remains controversial. Despite the considerable number of domestic research, it has not formed a scientific model for development and cluster management in the improvement of the competitiveness of meso-level economic systems. Mechanisms of cluster evaluation are not defined. Considered milestones and indicators will allow going inside these ideas.
