The basic approaches of identifying industrial clusters are examined. The justification of applying both “from below” and “from above” approaches tools, traditionally being alternative, is made by the example of identifying analytical instruments cluster. The results are given about forming the analytical instruments cluster structure by the types of economic activities according to classification; estimation of cluster potency, calculated according to employment statistics. The method proposed allows to form the “model” cluster that could fully consider the particular features of Russian economic evolution.
